I am trying to put the Dream_on theme and I get a error returned while uploading mine type not allowed text/html

What am i doing wrong! can anyhelp me to get this theme on my site!
I have downloaded the theme to my desk top! I have XOOPs installed! please someone help me!!!

Not sure what the problem is. Look at the Theme Deployment category of flash tutorials to see if it helps.
