hello, i have already install the XOOPS and already publish. now the server that i hosting are change, now, how i could install old XOOPS with all the user in there to a new server, that i just buy a new hosting plan??

Check this FAQ:
How do I move my site from one server to another?

And see if it works.
If not, ask again, giving information on what you have done and what happened in as much detail as possible.
