Theme is not applied correctly to Main/User Menu blocks

I'm putting together my first XOOPS site, with XOOPS 2.0.15, PHP 5.1.6, MySQL 5.0.24a, and apache 2.2.3. I'm currently using the News, PiCal, XcGallery, and XOOPS Protector modules, and my theme used to be alightFC (thanks 4theFort ), until I started hacking it.

Which brings me to my question. After changing the background colour in style.css, I noticed two things:
- Main Menu: the new background colour is only applied to a small border area inside the block's edges. The menu options seem to have their own bg, which is neither the original or the new colour.
- User Menu: the new colour is applied correctly, but when I mouse over the menu options, they also have their own background.
All other areas behave as expected i.e. they show the correct background colour at all times. You can see what I'm talking about here:

I've included the Top News block as an example of one that works properly. If anyone can point me in the right direction, I'd be grateful.
