"Anonymous" blocks not showing

I have a strange problem: I have a test site (xoops.pctnet.fi), where I want all the users see the same information. Thus there is no login possibility and all the users are "anonymous".

All the pages should have the same look, meaning that the left sidebar will look the same with all pages, and the same goes with the right sidebar.

Now when I am logging in as admin (I separately open the user.php and login and then open the admin.php...) and go to see my blocks, it will start with "registered" user's blocks. If I choose the "anonymous" user, it will show their blocks, but if I try to add a new custom block (to be seen exactly by anonymous users), it doesn't finally end up there, but instead among the "registered" users' blocks.

I have put up another test site, only to find that the behavior is exactly the same.

Can anybody understand my question and, better yet, help me?

Hi, after adding new custom block, you need to go to XOOPS admin -> groups -> anonymous and give them access to that block (check the chek box and click submit).

Have you done that?
