new user notification

Why is this, and is there a way to fix it?

I have "Notify by mail when a new user is registered?" turned on, and when "Select activation type of newly registered users" is set to "Requires activation by user" or "Activation by administrators", I get an email telling me that a new user has been registered....but when it is set to "Activate automatically" I do not get an email telling me that a new user is registered. Is there something wrong with my XOOPS? or is that just the way it works?

It is the way it works and it even says so to the description of the box "Valid only when 'Activation by administrators' is selected" and that aplies and for the "Requires activation by user" option
