New Installation Issues Class 'setting_manager' not found

I've copied XOOPS to our server and begin the install process. I have been able to get to the permissions verification page successfully, but as soon as I click NEXT to view the following page, I get this message:

Fatal error: Class 'setting_manager' not found in D:\Domains\emmanuel-hermitage.org\wwwroot\install\index.php on line 201

I'm not sure what the issue is, so if anyone could help, I'd be grateful.

Make sure the upload is complete.
Use the md5 check to test file integrity on the server.
(assuming you are using XOOPS 2.0.14)

If the files check out ok then please provide addition information about that server environment.
Versions of php, xoops, mysql, apache ...
