For sure I am losing something. Is there a way for the admin to add new users? I am designing a XOOPS site and public registration is not to be allowed.

I can't find anything on the System module, or another module that helps me.

Under XOOPS 2.1.4... System admin => Edit user , there you will find the form to add new users, under XOOPS 2.2.4 ... Modules => Extended Profiles => Users
