Non-Static error on windows iis system

Installing XOOPS on a windows/iis/php system gives me the folowing error:

non-static method XoopsErrorHandler::getInstance() should not be called statically

system has php 505 installed, but the latest V4 didn't work either

any help is appreciated

ps: a search of the net and this forum for not-static and error came up with little or no results.

I'm having the same error in all of my sites. (v2.0.13 and v2.0.14)

I have run phpinfo() test and now my host uses PHP 5.1.4
I also have mede a new fresh install of XOOPS v2.0.14 with the same error.

Please help
