Smarty Debug Console comes-Up also if the debug mode is off.
You can see the pop-up windows of the consol athttp://www.artetotale.it.

I have found that the files in the templetes_c are not regenerated. if I delete all the cache the web site is not vsible. Where I can ceck ?

Check that the cache and templates_c (and uploads) directories are writable by the web server.

I have already ceck, all directory mentioned are writable.
