would i be able to convert the site (shown below) into a XOOPS site? i have a search bar and a login area...there is also a place for information to be located (the green area)

how can i make this compatible with xoops?

It's not that hard to do, I would suggest taking a look at a theme that is similar and trying to change it to look like what you have there - the FAQ is a good place to start. If you don't feel up to it, there are people who can convert it (like me) for a small fee.
