DMS File Import Error

I tried to search for an answer to this before posting but do need some help. I setup the DMS module and set the path to the repository folder. I can't seem to upload a file. I though perhaps it was because the folder permission is set to 755 so I tried using the /uploads folder (permission 777) still same error. I read in a previous post it could be that the files are too large and could be fixed in php.ini but am not sure. Here is what shows up on an otherwise blank page once I attempt to upload a file:

Error: Unable to move file.
SP:/tmp/phpus77z0
DP:/uploads/1/1/1/800001.dat

Any thoughts or suggestions would be greatly appreciated, thank you.

Ok so here is what else I have tried and something that could be a problem. There are a number of people who had this issue from over on the dev forums but I can't seem to find the answer. I tried the following setting w/out luck:

"The development code contains support for setting the "document storage tuning" value to 0. This will result in all uploaded documents being stored in the same subdirectory. Though I don't recommend this, it should solve the problem."

Also this was from another post, could it have something to do with the problem?

"Due to security reasons you are not allowed to execute anything on the /tmp directory. Furthermore the "mkdir" php function is not allowed."
