Is there a way to upgrade from 1.3 to 2.0.13 without losing any of my members and data?

check your DB layout and see what sql you'll need to write to port the old format. Generally this is pretty easy if there remain the same number of tables... if not you have a bigger job in front of you (as you will should you try to go to 2.2.x)

Depending on your 1.3.x version, you could perhaps upgrade by uploading the entire XOOPS 2.0.13.1 package (WITHOUT mainfile.php) and run the installer - it should detect your existing installation and ask you to upgrade.

ALWAYS DO A BACKUP OF FILES AND DATABASE PRIOR TO UPGRADING!

I tried this, and it did not recognize my version, 1.3.10. Is there no way to do this? I searched for upgrades and found everything for 2xx to 2.0.13.2. Nothing for 1.3.x to 2.0.13.2.
