I did it somehow but cant remember how I added a user to the site as a administrator...This XOOPS thing is new thing for me so...

In XOOPS 2.1.3 go to admin side of your XOOPS site and go to system => Edit User and on that page you'll find the "Add user" form

In XOOPS 2.2.4 go to admin side of your XOOPS site and go to modules => Extended Profiles => Users and on that page you'll find the "Add user" form
