How to change user avatars from admin panel and restrict some

Hi,

Well I would like to know one thing tat whether its posible to change user's avatar from admin panel or not or is there any module available for the same.

Some of my users are not aware of XOOPS much and hence they tell me to change it and it seems very dumb to me when i m not able to do it.

I also request to know if theirs any possibility of restricting some avatars for the staff.
