How do I go about moving an image from one of the forums to the front page and creating a news article with it?

Do I need to get a 3rd party to host the image for me such as Photo Bucket, or is there a way to just directly move an image from one place to another.

SOunds like you might be new to this type of things. You can store and process any images you want on your own site, but the tutorial might take awhile. Have you had an opportunity to look at the FAQ (https://xoops.org/modules/smartfaq/) and other documentation on this site? If not you really should. It will help you understand the various parts of XOOPS much more quickly than anything else.

After all that the short answer to your question is no you don't need a 3rd party....
