Seems everything on my XOOPS site is working fine. That is everything but a visitors first view. Does anyone know what the page loads with blank content and people must register or login to actually view anything? I have seen other sites where opening content is visable before anyone logs in. Any help?

In Admin/General Prefs, you can set the startpage by module (or leave blank). If you have content there or have already set Prefs to display a module, then you need to go to Admin/groups and add the proper permissions to allow Anonymous users to see that content.

Or you could use blocks (from admin/blocks) to put some content from different modules on your starting page ...
..

Actually I created a block for my intro but have no idea how to have it show on opening page without logging in. Where can I change that?
