why are Anonymous users browsing system?

I recently noticed that I had a number of reported anonymous visitors browsing "System" under 2.2.X.

I'm guessing that "system" is displayed when no start module is set? I googled and found a number of 2.1.X and 2.2.X installations reporting the same.

Nothing came up in a search here..

Can anyone confirm?
EG:

12 user(s) are online (5 user(s) are browsing System)

Yes. My site does the same and no start module is set.

I think that just means they're on the front page, not in any module, like the forums or articles or anything. At least that's the way it seems to work on my site.
