I just installed it as a regular XOOPS module, since the module is in "alpha" stage it doesn't have yet a menu entry (at least in my 2.2.3 + 2.2.4 patch, site) so to get to the configuration of the categories i want to have in the block I had to go to ...modules/system/admin.php and select the module from there, once you are in the administration page of the module you can easyly select which article should be displayed on top and what categories should be displayed at the bottom side of the block.
