block code that launches notepad.exe

Using XOOPS 2.2.4 I have a block that displays some text. At the bottom of the block I want to have a link or button that will launch notepade.exe and have a file load into it.

The file is located at c:\public_html\index.html

What would the code look like to do such a thing?
