SmartSection stripping CSS Link on Page Wrap

How would one combat SmartSection stripping the CSS reference in my PAGEWRAPPING of a file?

If I view the file by typing the direct link into my browser, it views properly. But if I do it through a PageWrap in SmartSection it is like it is stripping everything outside of the BODY tags.

Anyone know how I can get around this?
