I updated from 2.0.13.1 to 2.23 using the instructions, everything works fine and the site looks ok, all add on modules seem to be working.

However when I log in and go to the administration menu, I get the XOOPS graphic and a banner I have running at the top of the page and a couple of lines from the graphic of the page but there are no controls.

I can only think I have misinstalled something, but can anyone tell me what?
