2.0.13.2 because 2.3 will come soon. A 2.2.4 patch has been released, not a full version of 2.2.4, because active core dev branch is now 2.3.

Where is the feature list so I can consider if it's worth it or not?

hello,

basically for end users Profile and PM Modules + new admin. For devs, some new core features have been enhanced/rewritten in 2.3 , so it's better to work on 2.0.x platform.
