You have to extract the theme from the archive before you upload it.
Example:
You downloaded a compressed .tar archive from the library
Extract the theme using a utility like
Filzip to your desktop. The folder structure should resemble the following:
theme_name/
..| images/
..| css/
..| blocks
..| theme.html
theme.html should only be one level deep into the theme's folder structure.
Now, upload the theme_name/ folder and all it's contents into the themes/ directory on your server.
Then, go into your control panel under Preferences and set the theme as active.
