manually creating user

Is there a way to manually create a user account? I have the site I'm working on set up disable new user registration. My issue is that I don't want others to be able to create accounts, only me, the admin. I looked around and cannot find any feature where I can create a user account via the admin panle.

If you are using version 2.2.3, you need to go to the admin panel > modules > extended profiles > users. This will allow you to add users manually.
