Migrate Xoops & SQL Problems

I've been trying to move my XOOPS site from one server to another.

I've followed the advice posted in the faq but it's not working for me.

Currently I have a blank page like this
http://domain960649.sites.fasthosts.com/

Absolutely nothing is on the page but all the XOOPS files are uploaded, a new (and empty) sql database has been created and mainfile.php has be pointed to it. Clearly the site is there because if i try linking straight into the module it tells me i don't have access permissions.

The database is fine because I can access it via MySQL administrator software.

The problem is:-

I can't see my site, so i can't login, so i can't get to the myphpadmin module which would allow me to restore the backup previously taken. This could be because there is no data in the db or it could be another problem entirely. Should I be seeing my site if it is linked to an empty db?

No an empty database is just that empty. All settings, blocks, templates, and content are stored in the database. What you need to do is restore your database on the new server with the MySQL admin software, or commandline if you have access.
