How do I get my modules on top of my blocks?

I have tried editing the theme.html to no avail. Here is my ailment: I have the whos online and search blocks turned on and I have them in the center, but it is above my modules (news, forum, etc.) How do I get the modules to appear above the blocks?

It is going to fluctuate between different themes, but this is the idea.

this line should be located somewhere, probably near the end of your index.html. To move your module output above your cc blocks you would move it in between your cl and cc blocks. be sure to wrap it in tags
