in debug mode in the admin section of blocks of cbb I have this error :
Fatal error: Call to undefined function: getbymodule() in /home/httpd/vhosts/mysite.com/httpdocs/xo/modules/newbb/admin/myblocksadmin.php on line 55

Which version of XOOPS & CBB are you using?

I have installed one wekk ago and i took the latest version I think so :

cbb the last one: 1.15

xoops the last one :2.2 admin block 2.13


php version :4.4.1

For XOOPS 2.2x version you need CBB 2.30. CBB 1.15 is for XOOPS 2.0x

If you have installed XOOPS 2.2.x then you need to use cbb 2.30.
CBB 2.30 download

However if you mean 2.0.13.x then the one you are using is the correct one.

The blocksadmin issue will happen with the wrong version of CBB - as this has changed between XOOPS 2.0.x and XOOPS 2.2.x so as the others have said, using the right version should sort this out.
