trouble accessing news module for reg / anon grps

I just installed brand new XOOPS 2.2.3 and the newest "news" module (i forgot what version it is..)

for some reason, no users in groups anonymous or registered can post comments or rate the news even after i've given them access rights to the new module under Users > Groups > Registered / Anonymous. I've also tried turning on the option "Allow anonymous to post comments?" to Yes under Preferences > News. But neither group can post anything under comments

Anyone can tell me what's wrong..?
