Download one of the content modules from the
repository, Free Content is pretty good. These will alow you to upload and wrap your own html pages within the XOOPS theme or with the likes of tiny content allow you create a custom page using the wysiwyg editor, most of the modules will usualy come with a menu block too so you can link ot the page from your top page.
