I am currently using XOOPS Version 2.2.3 Final, and I have been to change the encoding to match my language. I could not succeed. What are the files that need to be changed/modified?

First of all...welcome to xoops!

where are you from?
have you check for a local support?
have you check in the translation projects in dev.xoops.org?

Probably, if you are lucky - you don't need to translate it...but if you have come back for more!

If you have to start the translation from scratch you should translate the language folder in the root and the language folder inside the installed modules.

You should also decide if you will translate the admin section as well…
if you want to translate only the visible part to the user go only for main.php and notifications from modinfo.php
