How to I get blocks that I created to display for all users including Anonymous?

How to I move things around? For example, I want move News above Recent Topics.

The Weight will set which shows first. Lower number higher.

First, I want to say thank you for your help.
I got the weight thing working.

I do not see my custom block under
Admin ---> Groups ----> Anonymous

I created the block by doing
SYSTEM ADMIN > BLOCKS > Add a New block > fill in the info > submit (I can see the block was created above)

Then I click SYSTEM ADMIN ---> Groups ----> Anonymous
and I do not see it in there.

Any ideas?

Move to where?Outer space? What forums and version would be a plus to have before a suggestion can be offered.

I want to change the order of the forums in a Category.

For example:
Category V
Forum A
Forum B

Category V
Forum B
Forum A

Powered by XOOPS 2.0.13.1 and the default forums version 1 it says for the module.

There are severa forum boards, also there are updates for forums and each forum has documentation as well. Don't know what comes with 2.13 by default. Especially with an older forum release I assume. Updating board is recommended as well just simply going to ForumCP and going to Reorder tab and chosing different numbers for forums. Depending on forum you can move forums even withing a front side, where you can move to different places.

I don't even remember version 1 so can't help you there.

my host uses Fantastico, but it doesnt have version 2.2.X yet
