suspension in cbb2.3 doesnt work

when i click on "suspension" link as a moderator every thing went well and a topic creat that said a particular user has been suspend for X days. but that user still can post in all forums.

Is 'Enable user moderation' in the Forum Preferences set to 'Yes'? If it isn't, that is the problem.

BTW, can mods suspend people? I see this option only when logged in with a webmaster account.

yes 'Enable User Moderation' is set on 'yes' but still this option doest work. and i also as a webmaster can not suspend a user.

i think its a bug in this module. also php debug dont show anything.

I guess you need to replace all of the core filesdue to the large number of problems you are facing right now.
