A quick search on this site would reveal that this issue is caused by PHP Debug being on by default with 2.2.3. The messages you are getting are because of changes in php. They are not indicating a problem in your XOOPS site.
Go into Preferences Main »» General Settings and set Debug mode to OFF.
You site should work just fine.
For future reference, the Search and FAQ features of this site will help you find answers to most common problems. This question has been asked and answered several times in the past few days.
Also, as a general rule, PHP Debug Notices are nothing to worry about. It's when you get Warnings and Errors that you need to start searching for answers.
