Well, the file is small enough.
Are the evironments the same (i.e.: XOOPS Version, MySQL Version).
How are you exporting the data? Are you using phpMyAdmin? If so, what options are you using?
In phpMyAdmin, the only options I usually select are..
Structure:
Add DROP TABLE
Add AUTO_INCREMENT value
Data:
Use hexadecimal for binary fields
