Is there a way to make my polls and custom blocks visible, but a user to comment.

I'm sorry can you just verify I understood correct:

Polls visible? To whom - anonymous? Check permissions in Groups->desired group view permsissions.

What kind of custom blocks visible? To what users? Again check permissions in Blocks -> your custom block

Not sure about this one.

You want to be able anonymous users to comment? Check your module and set permissions there.
