Turned registration off - Can't get it back on... (Xoops 2.0.7.3)

(Xoops 2.0.7.3)
I turned the registration off on a site that I'm working on and now I've turned it back on, but it still won't let anyone register or allow me to register anyone new myself...

?????

Love to help, if I could see the problem... or get an error message.

Try running debug and let us know what you get. Also provide a link to the site, that might help us see the problem "in action."
