how could i get the XOOPS 2x in arabic
sould i install the english one then translate it or what?

My Arabic is not great, but I think you can get XOOPS 2.0.13.1 Arabic here

the file is too tiny 406KB & when i try to extract it said that no file to extract

406K is fine for the language file size.

It opens fine using winrar.
