Ok, maybe I am missing something here but when I go to admin->block->list all blocks and then edit a block and go to "edit template" I only have a view button at the bottom and can't seem to edit the html content??? In 2.0.1.3 I could edit the content of the template but this doesn't appear to be an option in 2.2.2. Did I miss something or is this a bug? My version 2.2.2 was a fresh install of the full version.

Any help would be appreciated!

You cannot edit the default set of templates.

Go to Misc.Tools -> Templates, and make a clone of the default.
Then go to Preferences -> System -> General Settings and change the template set to your cloned one.
If you go back to your Blocks and select Edit Template you'll notice that there is Submit-button.
Now you can start making changes and submit them.
