New User registered but can't log in

I had this problem while running XOOPS 1.9.2 and now with 2.2.2.

A user can register just fine but cannot get logged in with their password. I can log in from my home computer, library computer and computer at work using their name and password with no problem but for some reason they cannot get logged in from their system.

Please help with this perplexing problem.
