Jegelstaff,you have right in what you are saying.I think the permission should be done in the modules.
Other thing is the modules like news are too complicated.
I do not understand what is "prune" for or CSV export..
I just want to write news nothing else..
I like a simple version of XOOPS like subdreamer.org.. for people who wants to create a simple portal with uncomplicated modules.

Maybe the new XOOPS can offer an installation depending about what you gonna do with your site`?
For example:

New installation support with pre-installed modules and then you can check which modules can be seen with registered users and which not..
