With XOOPS 2.2, you can customize the extended profile fields for users. It's a little bit to get use to, but it works.
Another option would be to edit the userinfo.php file so that there is a hard coded link to a static page you've wrapped with the XOOPS header and footer.
MyPage by JackJ is great for this sort of thing.
