Groups in XOOPS are not meant to be public, but is a way to manage the permissions.
It depends on the site, whether this is interesting information of course, but I don't think it is something we will bring in the core.
However, the direction we are going is to separate as much output as possible into modules, so it is easier for others to make new modules that are better, without affecting the core.
