a way og making cosom blocks for spesific pages only?

Not sure what you are asking, I can make a custom block to show on any module page or front page of my site.

Can you explain more?

well I am looking for a way of creating costom block that I can show only on a spesific url/page. iehttps://xoops.org/modules/news/article.php?storyid=238

kind of like pictureurl but with html insted.
