Docs and HTML folders?

I downloaded XOOPS. I went to unzip and found two folders instead of one. Does anyone know about this? I was about to follow the directions on WarPig. The two folders are named Docs and HTML.
I have WinXP (if that makes a difference). Would I just unzip both of those folders to the same new XOOPS directory folder that I created in my "program files"? Or would I unzip them to separate subfolders in the new directory folder or together into one?

The contents of the docs folder are provided for reference. Only the contents of the html folder need to be placed on your web server.
