In System Admin - Preferences - Meta Tags and Footer.

I want to change it in the administration panel and also XOOPS news?

why you want to change the XOOPS footer in admin area..where your the only one can see it..

/include/cp_functions.php, xoops_cp_footer() function
is where you should look.
