In the mylinks module, I go to Web Links Configuration >Add a MAIN Category and if I want to add an image next to the category name, What file do I need do edit (if possible), so
that the image will be resized to 30?

Cause as it stands now the default is (50) Image URL (OPTIONAL Image height will be resized to 50):

You need to edit the MyLinks templates.

System Admin > Templates > MyLinks > mylinks_link.html

However I must not ne looking at the correct file. I went to:

xoops/modules/mylinks/templates/mylinks_link.html

and I don't see anything there to change.

Any ideas?

I should assist ppl off the top of my head less often.

Same path, but you want mylinks_index.html

Look for
<{if $category.image != ""}>
    <
a href="<{$xoops_url}>/modules/mylinks/viewcat.php?cid=<{$category.id}>"><img src="<{$category.image}>" height="50" border="0" alt="" />a>

I tried that after my previous post and changed height to 30 and there is still no change ? Weird Kinda got me baffled.

That should do the trick.

Well I installed another XOOPS on my local server and it works, Just wondering if it must put something in the database Not allowing the edit to work???

Just as an update. I found out that you have to update the module after making the changes.

"After you have uploaded your updated module files to your server, go to your XOOPS site administration, and then to System Admin-> Modules. Now look for the name of the module you wish to update, and click the update icon to the right."

(probalbly common knowledge, but as a new one to xoops, I was not aware of this)
