In Xoops, is it possible to have a set of users(who are not admins) who can post articles, events and pictures, comments etc without admin approval; and have all other users do so only with admin approval.

Yeah, create a new Group.
Go to your admin panel, click on the System CP, then Groups
Create a new Group called News Editors or whatever
Give them admin permission to the news module.

Then add people to the group and your done.
