I am looking for something similar to a forum but different. I would like to have a section where only webmasters or other designated groups can post a topic and then all other users can reply but not start their own, similar to this site

Maybe post this into the Modules request.. They will be able to help you orlet you know if one exists.. :)

Have you considered using the News module for this. Using the comments feature, visitors could comment on the article, but not post a new article. That is, unless they are a member of a group you've allowed to post articles. There are many other content management modules that offer similar and more extensive functionality in the module repository. You may want to take a look around there.

Or, check out the Wordpress module from Obunubu -His news posting on XOOPS has all of the info - Click here

I have used the Wordpress module and it works well and you could make it look relatively similar to the site you posted as an example.
