I have recently set up XOOPS and everything seems to be running fine, however one person I have asked to help me test the site has been complaining of getting messages saying he does not have permission to do anything (I even had to register for him as he claims he was getting the message even at that point) the site seems to be working fine for everyone else, could there be a browser setting or something that is causing it?

Sounds like probably a blocked referer issue caused by his firewall, or anti spyware settings.
