Unable to install new modules

I'm trying to get some new modules installed but they don't show in the modules admin screen. I durned on PHP debuging and got the following error:
Warning [PHP]: is_dir(): Stat failed for /var/www/html/testcm/modules/dms (errno=13 - Permission denied) in file modules/system/admin/modulesadmin/modulesadmin.php line 105

I've adjusted the permissions to be 777. This is running on Fedora Core 3 using base installs of Apache and MySQL. I keep digging to try and find a cause for this, but haven't been able to find anything. Can someone point me in the right direction? I figgure I'm probably missing something pretty stupid.

Where did you set the 777 permissions, and was it recursive?

I set the permissions recursively from the modules directory on the module directories I was working on. Everything above that is rx at a minimum.

I assume the cache, template_c and upload directories in your XOOPS root directory are writable by the server?

Correct. I had a flawless install of XOOPS itself and all the builtin modules work no problem. This is just happening when I try to add new modules (downloaded from the module repository).

I've gone through and double checked all of my permissions. Even made sure that all files were owned by the same person with a recursive chown since a friend recommended that to me. I've doublechecked to make sure there are no access restrictions through Apache, and no .htaccess files in existance. I swear I must be missing something simple, but dont know for the life of me what it is.

Ok, I seem to have figgured this out, though I'm still not sure as to the real cause. I created a new directory and copied the contents to the new directory and everything worked. Seems strange but hey at least I'm starting to work now.
